Organized Medicine Blasts Congress for Failing to Stop Medicare Pay Cut
The strained relationship between Congress and organized medicine over the pay cut goes back to 1997, when Congress enacted the sustained growth rate (SGR) formula for setting Medicare reimbursement. The formula calculates an annual target for Medicare spending on physician services based in part on changes in the gross domestic product (GDP). If actual spending exceeds the target, Medicare is supposed to make up the difference by lowering physician reimbursement the following year. Organized medicine calls the formula flawed because physician practice expenses have grown at a faster pace than the GDP.

Uncertainty over Medicare pay sets doctors on edge
The problem with doctor fees stems from requirements of a 1990s deficit reduction law. Well before Obama was elected president, Congress had settled into a pattern of routinely waiving the cuts. But that only compounded the long-range problem, growing the size of future cuts required to meet savings targets.
The Obama administration supports repealing the cuts altogether, and the House passed legislation to do that. But a Senate version couldn't muster the 60 votes needed to move forward.
