Mo. voters reject key provision of health care law
About 71 percent of Missouri voters backed a ballot measure, Proposition C, that would prohibit the government from requiring people to have health insurance or from penalizing them for not having it. The health care referendum was helped by a high Republican turnout.

Administration report sees $8B in Medicare savings
The new health overhaul law will start producing savings for Medicare right away, and over time add 12 years of solvency to the program's giant trust fund for inpatient care, the Obama administration says in a report to be released Monday. Medicare will save about $8 billion by the end of next year, and $575 billion over the rest of the decade, the report said.

About 120 House and Senate candidates have signed on to a pledge to support defunding the overhaul. Republicans would be able to deny funding only to the pieces of the law that require money from Congress. Doing so could create “Swiss cheese” out of the legislation, with some portions of the law already being funded and others not.

Continued weak demand could eventually put downward pressure on spiralling health-care costs, a long-sought goal of policy makers. It could also force insurers to lower premiums.

The 108-page rule detailing how the new plans will work won praise from consumer advocates for helping to make insurance more affordable and from Republicans, who had opposed any coverage of abortion except in cases of rape, incest or the life of the mother.
